Idk much about the water system around the Great Lakes. That being said, former mayor of Chicago Rahm Emanuel in 2009 with a big push in 2014 for a Federal & non-federal partnership called the Great Lakes Restoration Initiative (GLRI) with Federal funds and private investments collectively “monitoring algae blooms”, microcystin & phosphorus. This may be the rabbit hole on water privatization. Emanuel was in the White House with Obama and left midstream to become Chicago Mayor and this project.

IMHO the reason why our free will is involved is found in Job. Because of Satan's ego, We are being tested. He wants to prove to our Father that we will willingly turn from trusting Him. Praises to our Father, no matter what.
